The idea behind site submission is to invite the Search Engines to your new site or your new content for them to index. If the robot hasn't visited your site, then it won't show up at all.
Once a robot has indexed your site, you generally don't need to submit your site again. This also goes for new pages of your site. As long as they're linked to pages that have already been indexed, the robot will find them. However, if you do not want to wait for the search engine to re-visit you site, you may submit you site again.

Manual submission to the top search engines is a better practice, however, submission tools or software may save you some time.

Aim you site contents for your site visitors and not for search engines.
